Role and Scope of Responsibilities

The TXDPS Office of General Counsel is responsible for serving the legal needs of the Public Safety Commission and 6 Departmental Divisions. Phillip Adkins, General Counsel, supervises and directs the activities of an in-house staff of 16 attorneys, 14 support staff.

Our attorneys provide legal services in a wide variety of practice areas, with the majority of our services devoted to litigation management, employment and equal opportunity, regulatory compliance, intellectual property, public governance, including open meetings and public information, policy development and interpretation, purchasing, real estate transactions, construction contracts, public safety, criminal law and ethics and conflicts of interest.

The Office of General Counsel cannot provide legal advice or representation to employees or the public about legal issues of a personal nature, such as divorce, wills and landlord tenant issues. In addition, the OGC does not provide advice in matters unrelated to TXDPS business or to individuals whose interests are or may be adverse to the TXDPS.
