The Capitol Access Pass (CAP) provides expedited access to the Texas State Capitol building through the main public entrances. Approved applicants may present their Texas Driver License or ID card at the line designated for CHL & CAP for entry to the Capitol at one of the main entrances.

To be eligible for a Capitol Access Pass, a person must be a resident of Texas and must otherwise meet all eligibility requirements applicable to a concealed handgun license under Government Code §411.172. However, applicants need not provide evidence of handgun proficiency.

The cost of a Capitol Access Pass is $100 + administrative and processing fees.

NOTE: Fees are non-refundable.

Application for a Capitol Access Pass is only available online. Complete an online application at www.texas.gov/CAP and pay the non-refundable fees using a credit or debit card.

After submitting an online application, applicants must schedule and submit electronic fingerprints to initiate the background check. Schedule an appointment to have electronic fingerprints taken by MorphoTrust USA, selecting "Capitol Access Pass" for the reason for fingerprinting.

For fees and payment information, and to schedule an appointment at a time and location convenient to you, use one of the following methods:

• Go online at MorphoTrust USA, OR 
• Call MorphoTrust USA directly at 1-888-467-2080.

• DPS will send all notifications to the email address you supplied with your application. 
• The Capitol Access Pass program does not issue cards. 
• Once you receive the email notifying you the CAP has been approved, you may immediately present your Texas Driver License or ID card at the lines designated for CHL & CAP for entry to the Capitol at one of the main entrances.
