   What is Capitol Access Pass (CAP)?

A Capitol Access Pass (CAP) provides expedited access to the Texas State Capitol through the main public entrances. Approved applicants may present their Texas Driver License or Texas ID Card at the line designated for CHL & CAP for entry.

   Am I eligible for a Capitol Access Pass (CAP)?

A person must be a Texas resident and must otherwise meet all eligibility requirements applicable to a Texas Concealed Handgun License (CHL) under Texas Government Code §411.172. However, CAP applicants do not need to provide evidence of handgun proficiency.

   What is the cost for a Capitol Access Pass (CAP)?

$100 plus administrative and processing fees. Please note that fees are non-refundable.

   How do I apply for a Capitol Access Pass (CAP)?

CAP application is only available online. Complete an online application and pay the non-refundable fees using a credit card or debit card.

After submitting your online application, schedule and submit electronic fingerprints to initiate the background check. You may schedule an approved to have electronic fingerprints taken by MorphoTrust USA by selecting Capitol Access Pass for the reason for fingerprinting.

   What can I expect if my application is approved?
  • DPS will send all notifications to the email address you included with your application.
  • DPS does not issue cards.
  • Once you receive the email approval, you may immediately present your Texas DL or Texas ID Card at the lines designated for CHL & CAP for entry into the Capitol at one of the main entrances.

   How do I update my personal information?
  • You may update your information for the Capitol Access Pass by submitting the change through secure email and select Capitol Access Pass.
  • To update your Texas Driver License or Texas ID Card, go to Driver License.

   How do I renew my Capitol Access Pass (CAP)?
  • All CAPs have a five-year expiration ending on December 31 following the year of issuance.
  • CAP holders do not need to submit any information at this time for renewal.
  • Renewal notification with detailed instructions will be sent to each CAP holder approximately six months before the expiration date.
