For security purposes and processing efficiency, DPS is now utilizing the Texas Driver License or ID Card photo on file for Concealed Handgun Licenses. The CHL-6 (Photo Holder) is only required to be submitted by applicants who hold an out of state Driver License or Identification Card. A revised CHL-6 is now available in downloadable forms.
The renewal period for Concealed Handgun Licensing (CHL) instructors does not begin until six (6) months before certificate expiration. Unfortunately, a renewal notification has been mailed too early to CHL instructors whose certificate expires Dec. 31, 2013. We apologize for the miscommunication and ensure each of you will be provided accurate information regarding renewal requirements.
Regulatory Services Division (RSD) is requesting each CHL Instructor provide a completed CHL-90 (Concealed Handgun Instructor Supplemental Information Form. The completed form may be emailed to Regulatory Licensing. This will allow RSD to work with each applicant independently to ensure all qualifications are met well in advance of the expiration date. Additionally, part of the renewal process includes continuing education training provided by DPS. Since there is proposed legislation that could impact the renewal training, RSD has not finalized the renewal procedures. Once the 83rd Session has concluded, RSD will communicate with each CHL instructor and provide information on the final procedures for completing the renewal process.

Texas Concealed Handgun Licenses for Out of State Residents
In compliance with Title 37, Texas Administrative Code §15.25, the Department of Public Safety is no longer issuing Texas identification cards to non-residents effective September 19, 2006. This affects out-of-state concealed handgun license holders...
Effective January 1, 2006, all CHL qualifications will be conducted using a B-27 target, therefore please discontinue using the old TX-PT targets. The TX-PT targets are no longer acceptable. This information was provided at the new CHL Instructor School in August 2005 and the CHL Renewal School held in 2005 and 2006.
An instructor may not teach courses after his or her certification has expired, even if the instructor plans to renew the certification at a later date. Proficiency Certificates issued during a time when the instructor's certification has expired will not be accepted and students taking a course from an instructor whose certification has expired will be required to take the course again from a certified instructor. If you do not know the expiration date of your certification, please contact the Concealed Handgun Licensing Section.
