The Plans Unit develops and maintains state-level emergency plans, promulgates state standards for local emergency management plans, assists cities and counties in developing emergency plans, and reviews more than 2,000 local planning documents each year for compliance with state planning standards. The Plans Unit also assists state agencies and local governments with integrating federal requirements into their plans, and coordinates a number of programs with federal agencies, regional groups, and local governments.
