Releases Project FINDME Missing Persons List
The
Department of Public Safety releases the latest Project FINDME
list of high-profile missing and endangered persons. The statewide
list includes names, photos and information on ten missing persons
whose cases indicate the possibility of foul play. The list is
intended to alert the public and law enforcement agencies and
generate leads to solve these cases.
Anyone
with information concerning these individuals or the circumstances
surrounding their disappearance is encouraged to contact the Texas Department of Public Safety Special Crimes Service, Missing Persons
Clearinghouse at (512) 424-5074 or anonymously at 1-800-346-3243.
Individuals could earn
up to a $1,000 reward for information leading to the arrest and
indictment of person(s) criminally involved in the disappearance
of any of the missing persons featured on the Project FINDME list.
"We
are encouraging the public to call if they have details about
these cases," said Special Crimes Commander Tony Marshall. "Even
information that seems trivial could prove useful to investigators."
Project
FINDME (Missing and Endangered) is spearheaded by the DPS Special
Crimes Service and its Missing Persons Clearinghouse. Special
Crimes will highlight ten missing persons, twice a year, and release
information concerning their cases, along with their photos.

Jessica Lee Cain was last seen by friends at
a local restaurant in La
Marque, Texas, on Aug. 17, 1997.
Her vehicle was found abandoned off of I-45 South near Highland
Bayou Park. Jessica, missing at age 17, is a white female, 5 feet
4 inches tall and 140 pounds with brown hair and blue eyes. She
was last seen wearing a black sleeveless blouse with lace across
the bodice, brown knit pants, black patent sandals and a permanent
upper retainer.

Elizabeth Ann Campbell was last seen at the 7-11 store
on Highway 190 in Copperas
Cove, Texas, on April 25, 1988.
Her purse was later found and turned in to the Crockett County
Sheriff's Office in Ozona, Texas. Elizabeth, missing at age 20,
is an Asian female, 5 feet 2 inches tall and 97 pounds with black
hair and brown eyes. She was last seen wearing a white T-shirt with a design on the front, blue jeans and
white tennis shoes. She wore glasses, a diamond Romance Wittnauer
watch and a 10-karat gold ring with three sapphire stones in the
center and a diamond on each side. She was also carrying a yellow
jacket, a 7-11 smock with her nametag, a maroon purse, and college
books.

Rachel Louise Cooke was home from college visiting
her parents. On the morning of her disappearance, on Jan. 10, 2002, she was last seen jogging in the Northlake
subdivision in Georgetown,
Texas. Rachel, missing at age 19, is a white female, 5 feet
2 inches tall and 110 pounds. She has blond hair with auburn streaks
and hazel eyes. She was last seen wearing a gray T-shirt, green sports bra,
gray shorts and white tennis shoes. She also carried a bright
yellow Walkman radio.

Kelli Ann Cox accidentally locked herself
out of her car on July 15, 1997, in
Denton, Texas, and called her boyfriend
to come help her. When he arrived, Cox was gone. She has not been
seen since. Kelli, missing at age 20, is a white female, 5 feet
3 inches tall and 130 pounds with brown hair and blue eyes. She
was last seen wearing a black shirt, blue jeans and sandals.

Robert S. Harris' vehicle was found abandoned
in Dallas on May 27, 2002. Robert, missing at age 45, is a white male, 5 feet 7 inches
tall and 135 pounds with brown hair and blue eyes. He was last
seen wearing a colorful shirt, khaki shorts and sandals.

Kenneth Wayne Hilscher was last seen in Bloomington,
Texas, on April 8, 1995. Missing at age 36, he is a white
male, 5 feet 7 inches and 160 pounds
with blond hair and blue eyes. He was
wearing a white T-shirt, black shorts, black and white Nike tennis
shoes or black sandals, a black plastic sports watch and a gold
Texas A&M University ring dated 1986.

Vicki Lynn Nisbett's vehicle was recovered on Feb.
8, 1992, in a parking lot off Mopac Boulevard in Austin. The date of last contact with her was December 14, 1991. Vicki, missing at age 29, is a white
female, 5 feet 4 inches and 125 pounds with brown hair and brown
eyes. She was last seen wearing a black
sweater with several turquoise and reddish-colored odd shapes
on the front and a long black skirt.

Kathleen Laura Ranft's vehicle was found abandoned
at the Country Cabaret, a local nightclub in Seguin, Texas. The date of last contact with her was April 5, 1985. Kathleen, missing at age 29, is a white female,
5 feet 6 inches tall and 130 pounds, with blond hair and blue
eyes. She had a scar on her abdomen and a healed fracture in her
right arm.

Althea Lanelle Rogers was last seen hitchhiking
in Georgetown, Texas,
on April 5, 1985. Missing at age 29, she is a white female,
5 feet 4 inches tall and 100 pounds, with blond hair and blue
eyes. She was wearing ragged jeans and possibly carrying an orange
backpack and a handgun.

Brandi Etoi Stahr was last seen on Oct. 28, 1998, in Bryan,
Texas. Brandi, missing at age 20, is a white female,
5 feet 3 inches tall and 130 pounds with brown hair and blue eyes.
It is believed that she did not have a vehicle when she was last
seen. She has a tattoo on her back, a tattoo of "ATM" on her left hip,
and both of her ears are pierced twice.
The
Missing Persons Clearinghouse was established by the Texas Legislature
in 1985. It serves as a database for law enforcement and the public
on missing persons, including disability, endangered, involuntary,
juvenile and catastrophe-related disappearances. The Missing Persons
Clearinghouse also serves as a central repository for law enforcement on unidentified
living and deceased person cases.
