The State Administrative Agency (SAA) has been authorized by the Governor of Texas to administer the Homeland Security Grant Program (HSGP).
Target recipients for HSGP Funds include Tribal, Territorial, Local, Regional Governments, Industry and other Private Sector establishments that are considered high level targets for potential terroristic events. The HSGP is a reimbursement program that provides funding to eligible jurisdictions to acquire eligible equipment, training, and exercises. The program is designed to enhance the ability of state and local governments to prevent, protect against, respond to, and recover from incidents of terrorism.
The distribution of HSGP funds begins with the President of the United States signing an appropriations act for the funds. Within forty-five days of the enactment of the bill, a Grant Guidance and Application Kit is published for the SAA to complete and submit to be considered for receiving HSGP funds. Texas submits its application within ninety days of release of the application kit. After the grant award amount for Texas is announced, Councils of Government provide distribution information to the SAA. The SAA then distributes funds to all eligible jurisdictions.
The SAA is responsible for monitoring activities of grant recipients in order to provide reasonable assurance to FEMA’s National Preparedness Directorate that grant recipients are administering the HSGP in compliance with federal and state requirements.
