The Texas Transportation Code requires the Department establish minimum standards for vendors of ignition interlock devices who conduct business in Texas and procedures to ensure compliance with those standards, including procedures for the inspection of a vendor’s facilities. The RSD Breath Alcohol Ignition Interlock Device (BAIID or IID) Program staff carries out this requirement in accordance with the Texas Administrative Code Ignition Interlock Device Regulations.
The Department’s Breath Alcohol Laboratory approves devices for use in Texas and the Driver License Division issues restricted driver licenses to individuals who have been ordered by an authority of the Texas judicial system to have a device installed.
IID staff certifies vendors to install, download, remove, repair, replace, and make reports of all required data recorded by the device. The individuals who perform Ignition Interlock Device services for the vendor must also be certified by the Department and pass a criminal history check. RSD Inspectors conduct audits of vendor facilities to enforce maintenance and calibration requirements and in response to complaints against manufacturers, vendors, or service representatives.
